Notarizing a document does not make the document "legal and binding". It only serves as proof that the person(s) who signed the document are indeed who they say they are.
T.A.C §87.40 prohibits a notary from recording in the notary log book the identification number that was assigned by the governmental agency or by the United States to the signer, grantor or maker that is set forth on the identification card or passport, or any other number that could be used to identify the signer, grantor, or maker of the document. It does not, however, prohibit a number related to the residence or alleged residence of the signer, grantor, or maker of the document or instrument. In lay terms - your ID number cannot be recorded but your full street address can be recorded.
Texas law determines the maximum fee chargeable for various notarial services. Travel and convenience are not considered part of notarial services. Texas law also requires Notaries Public to provide written bill detailing the fees to the person for whom the services are rendered.
